Fregn collects with her lamps the lost souls in the normal world.
When the souls are near enough to the lamp they burn and go to hell.
Thereby the power of the Goddess of War grows constantly. The suffering of the souls is like a battery for her because as ruler of the Layer of War she is also the Goddness of Hell and Pain for all mortal creatures.
In hell the souls will suffer until the current ruler of the Layer of War is beaten and killed by another god/goddess or demon.
Then they are free and can try to find salvation in the normal world where they will be hunted by the next soul hunter.
Fregn has never done anything else than hunting souls. It is her life-task.
Without this her life would be empty and senseless.
The lamp only glows and attracts souls as long as it is near Fregn. She activates it.
